County Court Judge Douglas Randall is a dedicated public servant who has devoted his 35 year professional career to delivering justice for Monroe County. Judge Randall’s extensive experience, knowledge of the law, integrity, patience and open mindedness make him uniquely qualified to accomplish the vital work of the court. Judge Doug Randall is the most experienced judge on the County Court bench, having been elected in November 2011. Over the past ten years Judge Randall has presided over hundreds of felony jury trials, including some of the most serious in our history, and thousands of criminal and civil matters. He is committed to treating every person with respect and he takes the time to listen to what they have to say. He has spent every day of the last ten years honoring his oath to defend the rights of every individual who comes before the court regardless of their race, sexual orientation, religion or economic status.
In addition to his felony trial responsibilities, Judge Randall has been entrusted with juvenile delinquency matters, guardianship proceedings, sex offender registration determinations, uncontested matrimonial cases, mental hygiene commitments, pistol permit applications and suspensions, habeas corpus petitions, and affidavit ballots decisions.
In October 2020 Judge Randall’s expertise was recognized when he was tasked with conducting the first jury trial in Monroe County Court during the COVID-19 pandemic. With the safety of all parties and jurors a paramount concern, he was able to proceed and bring the case to verdict. Judge Randall believes that “while the court system has been adaptive and flexible during this public health crisis, incorporating virtual technologies into many of our functions, it is ultimately the ability to provide a jury trial to an accused that allows our criminal justice system to work.”
In addition to his criminal trial responsibilities, Judge Randall has been selected as the Supervising Judge of the Special COVID Intervention Part of the County Court for all Monroe County Towns and Villages. In this role he oversees all landlord – tenant proceedings in the County.
Prior to being elected to County Court, Judge Randall served this community for 26 years as a Monroe County Assistant District Attorney (1985 – 2011). As Chief of the Domestic Violence and Child Abuse Unit for 16 years Doug worked with numerous community agencies including Alternatives for Battered Women (now: Willow Domestic Violence Center), the National Center for Missing and Exploited Children, and the Bivona Child Advocacy Center. Doug worked to establish the Monroe County Multi-disciplinary Child Abuse Investigations Team as well as the Monroe County Child Fatality Review Team. He was a member of the Monroe County Domestic Violence Consortium and the Board of Pittsford Youth Services.
Judge Randall has been an adjunct professor of law, teaching Criminal Procedure and Constitutional Law at the State University of New York at Buffalo School of Law. He has lectured at continuing legal education courses for judges and attorneys across New York State. He has served as a judge to collegiate moot court competitions at the University of Rochester. The Judge has also served as a reading mentor to children in the Rochester City School District.
Judge Randall and his wife, Michele, reside in the Cobbs Hill neighborhood in the City of Rochester with their dog, Gus. His daughter, Maureen, works at the University of Rochester Medical Center as a Physician Assistant; son, Brian, is general manager of chocolate and food production for an artisanal chocolate company in Portland, Oregon; and son, Sam, works as an account manager and project developer for an industrial design firm in downtown Rochester.
Doug and Michele are avid bicyclists and have visited every part of the city and county. He has coached youth soccer, little league and Babe Ruth baseball. As a parent he has attended hundreds of swimming and diving meets, cross country and track competitions, and baseball and volleyball games across the City of Rochester, County of Monroe and Western New York.
